After having identified the generic and concrete solutions to use, and defined appropriate test procedures, the baseline methodology needs to provide guidelines for the application of the technological interoperability approaches:

• Flexible execution and composition of services
• Information interoperability
• Semantics and ontologies
• Model-driven interoperability
